HBCU Information Sharing and Analysis Center (ISAC) is a trusted community of critical infrastructure owners and operators within the HBCU Ecosystem.

The HBCU Information Sharing and Analysis Center (HBCU-ISACTM) is a non-profit organization located in Washington, DC, that provides a central resource for gathering information on cyber threats (in many cases to HBCU critical infrastructure) as well as allows for two-way sharing of information between and among HBCU operations staff and their suppliers. The HBCU-ISACTM shares timely, actionable, and relevant information, including intelligence on threats, incidents, and vulnerabilities that can include data such as indicators of compromise, tactics, techniques, and procedures (TTPs) of threat actors, advice, and best practices, mitigation strategies and other valuable material. Sharing can occur via machine-to-machine or human-to-human. The HBCU-ISACTM provides a centralized response for participating HBCUs to the Graham Leach Bliley Act 1999 (GLBA), a law that applies to financial institutions and any company that offers loans, such as higher education institutions that provide financial aid or assistance to students. GLBA requires HBCU institutions to disclose their information-sharing practices and to protect consumer financial data with a written information security program and designated employees. The Federal Trade Commission enforces GLBA compliance and is essential for legal and community reasons.

BENEFITS

HBCU-ISACTM member institutions will benefit from threat intelligence and other automated data collection and sharing tools to enable informed decisions about threats and events and peer assessment services to improve the institution’s overall security posture. In addition, the HBCU-ISACTM also fosters the building of operational relationships and functional networks through several educational events and cybersecurity response exercises to facilitate trust. Working groups and committees focus on topics and activities of importance to the sector. A shared services portal will provide the support functions required to protect the HBCU ecosystem and its business units, utilizing a well-defined infrastructure to enable higher-value service delivery for the benefit of all.
